IBA is the leading advocate for the broadcast industry in Illinois and is engaged in shaping public policy to create a positive legislative and regulatory environment for our members. A 25-member diverse board of broadcast professionals governs this association of over 300 member licensed commercial radio and TV stations throughout the state.

PEP is an acronym for Public Education Program whereby IBA member stations donate airtime to the IBA to then make available to state agencies and non-profit organizations with limited marketing budgets yet wanting to air an educational message to the public.

For a pre-determined fee, sponsor (State agencies and/or non-profit associations) enter into contract with IBA for the public education campaign to air on IBA  member radio, TV, (or both) stations for a set number of weeks.  Sponsor is responsible for production of the spot however depending on the size of the contract, IBA can often assist in the creation and production of the campaign.  Once the message is created and produced sponsor may choose to use only radio, only TV, or both radio and TV over for a suggested period of no less than 13 weeks. IBA makes the finished creative available to stations and schedules the suggested airplay with each station. At the conclusion of each quarter, IBA provides analysis of the airing to the sponsor, identifying the station(s) that aired the message, the times of day the station(s) aired the message, the number of times the station(s) aired the message. IBA then calculates the total value of the messages that aired as well as the estimated ROI the sponsor received with each 13-week airing. It’s important to remember, IBA’s member station donate the on-air inventory to IBA for use in providing our sponsors airtime. We do not purchase airtime on stations, we simply fill the airtime our member stations give us with your and other PEP sponsors messages.

Any state or federal agency or non-profit organization that does not have sufficient funds to purchase a commercial campaign with our radio and TV members.
